Abstract
Using town and district quarterly data, the Ukrainian wartime economy of Rostov region in Russia is analyzed for the first time. From 2015 through the second quarter of 2025, housing construction is resilient to the war with higher construction of living space and little change in the distribution of construction across towns/districts. Cattle and poultry sales also increase with little change in their distribution too. Milk production increases while egg production is stable but both exhibit beta and sigma convergence. Registered unemployed and within the registered group those who found work also exhibit both beta and sigma convergence across localities. Finding a job and a place to live is likely to have never been easier in Rostov region during the transition era.
