Abstract
The quality of government service delivery has been questioned lately. Issues regarding bureaucratic red tape, inefficiency, delay, unresponsive, lack of empathy, and arrogance are some of the complaints received by the Public Complaint Bureau. Based upon this background, this paper attempts to examine the quality of service delivery in some selected local governments in Perak. The study utilizes a quantitative approach in which questionnaire surveys were distributed to local government staff and clients. A total of 500 customers and 150 staff participated in the survey. Using descriptive analysis, the findings demonstrate that the overall quality service delivery is satisfactory. Both citizens and staff feel that the local government involved in the study are able to deliver their services based on the needs of the clients. However, respondents also raise some serious concerns regarding certain issues such as lack of facilities (park and cleanliness ofpublic toilet), improper maintenance (drainage are clogged, recreational facilities are not maintained), and the availability of facilities and program for disable (OKU) group. The study postulates that the different level of satisfaction among the five selected local governments is due to the demographic characteristics of the government. To be specific, the more urban the government, the more it can generate the revenues, thus giving it more flexibility to provide quality service delivery to the customers. On the other hand, with adequate staff training and greater citizen empowerment, local government can always strive to ensure that services delivered are always effective and efficient.
The Moderating Effects of Logistics and Supply Chain Issues on the Relationship Between Organisational Innovations, Entrepreneurial Orientation and Market Orientation of Smes in Malaysia

Abstract
SMEs need to develop market orientation (MO) of the company together with entrepreneurial orientation (EO) and organisational innovation (OI) in order to sustain its business via market expansion. Venturing into new markets, however, could bring forth issues in logistics and supply chain such as transportation, packaging, documentation and warehousing. This study is conducted with focus on the moderating effects of logistics and supply chain issues on the relationship between entrepreneurial orientation and organizational innovation, on the market orientation of SMEs. This study used a combination of both the qualitative and quantitative research design. Data were obtained through face-to-face interviews and survey questionnaires. The population of the study were SMEs in Kedah, Perlis and Penang. A total of 5 companies were interviewed and 106 mail survey questionnaires were collected. Data gathered from survey questionnaires were analysed using SPSS and Partial Least Square Regression technique. Findings indicate that there is a mix of logistics and supply chain issues faced by the SMEs’ with most common issues being customer service and inventory management. Quantitative data analysis indicates that both entrepreneurial orientation and organisational innovations do influence the level of market orientation. In addition, logistics and supply chain issues are found to significantly moderate the relationship between both independent variables and the dependent variable.
Indoor Lighting in Classroom Environment Influences on Students’ Learning Performance

Abstract
Students learning in educational institutions is associated with classroom environment which normally equipped with physical aspects consists of furniture, air-conditioning, fan, lamp, whiteboard, soft board and etc. The effectiveness and efficiency of learning process in the classroom may not be measured only through the students’ ability and capability, whereas student’s concentration and attention during the lesson also influenced by its physical classroom environment mainly related to indoor lighting. In this study, it’s focused on how the students’ learning performance affected by the indoor lighting in the classroom. The scope of this study is within the secondary school building around Selangor. The results showed the current practice in most of the classrooms at school building focused on the usage of artificial lighting compared to natural lighting. Even those aware of its benefit and teachers also agreed students’ learning performance is influenced on quality lighting in a classroom either directly or indirectly through daily activities and tasks during a lesson at school. Students and teachers realized that lighting is important in order to improve the effectiveness of learning and to avoid from any health problem usually related to vision that could result headache.

Abstract
Fabric of a town is an accumulation of historical scenes. Historic towns are regarded as a treasured inheritance. Royal towns in Malaysia is significant to unique heritage identity. Streets in royal town are significant urban elements that indicates the characteristics and attributes of a setting that define their physical and functional aspects. The aim of this study is to analyze the physical components and qualities that influenced the street aspect of the royal town in Kuala Kangsar. It discusses the background of the town, literature review on traditional street characteristics and analyzing physical elements as attributes in revealing physical qualities that ultimately form a unique and distinctive street character in the royal town. The research employed mixed methods, of combining qualitative and quantitative analysis to strengthen the conclusions and heightened its knowledge and validity. This paper will share its findings based on research’s pilot study through questionnaire, observation, interviews and historical document analysis. The royal heritage town was analyzed to illustrate the objectives and all attributes were cross-investigated to determine what are the essential physical elements that have contributed to these qualities. The study concludes that attractiveness, visibility, human scale, enclosure, permeability, legibility and special activities are the significant physical qualities that shaped the character of streets in the royal town. Each physical quality is manifested by the physical elements that becomes the catalyst in creating a successful path.

Abstract
There are several methods that can be utilized to enhance the productivity of endowment (waqf) assets. These assets can be rented out to interested parties or used for various economic activities such as agriculture and livestock farming. In cases where the above methods are deemed unsuitable, then the Nazir should try to find other alternatives to make the waqf land productive. Endowment (waqf) trustees should also explore other avenues to optimize the usage of endowment land under their care. The establishment of waqf institution in UUM should be develop as alternatives in order to prosper the human capital (students) in their education by using the cash waqf. Cash waqf is a trust fund established with money to support services for mankind’s benefits in the name of Allah. Generally cash waqf has tremendous potential for the development of the human capital because it is liquid assets compared to traditional endowment in the form of fixed assets such as land and buildings. On the other hand the traditional endowment can only be done by rich people. In contrast to the cash waqf which can be implemented by each individual even with a few amounts. However, the acceptance of cash waqf shall be placed under an institution called The Waqf Institutions. Hence the establishment of the institution of waqf in UUM shall be established so that they can help the needy students in financing their education in UUM. This research explores the factors that influence the acceptance of waqf institutions establishment in Universiti Utara Malaysia. Considering the importance of cash waqf in developing waqf institutions and enhances the social economic of ummah. The objective of this paper is to explore the acceptance towards waqf Institution establishment in UUM. The methodology of this research is a quantitative research towards 379 respondents among Muslim students in UUM. All the data are analysed using software of Statistical Package for Social Science (SPSS) by conducting statistical method namely, Independent Samples T-test, Analysis of Variance (ANOVA), Pearson Corellation and Multiple Linear Regression analysis to achieve the objectives of this research. A conceptual framework is built based on Theory Planned Behaviour (TPB) and Technology Acceptance Model (TAM).
Donation Behavior for Nonprofit and Voluntary Sector: The Role of Compassion

Abstract
The nonprofit and voluntary sector also known as the third sector economy plays a key role for human and ecological sustainable wellbeing in order to address the critical situations of poverty, depleted resources, welfare and social exclusion. One way to grow and sustain the sector is by getting contributions and donations from other organizations or individual persons. Building on the revised Theory of Planned Behavior, this research attempts to explore what motivates people to donate, and determine if compassion plays a role of a moderator. Based on the structural model, the findings indicate attitude, perceived behavioral control, descriptive norm and moral norms are significant predictors to donation behavior. In addition, the relationship between moral norm and donation behavior is stronger when compassion is higher. The findings would be beneficial in putting up strategies to strengthen the nonprofit and voluntary sector by focusing on the social psychology attitudes for others and from others. As the study did not control for the size of the nonprofit organizations, we suggest future research to consider on the limitation that would be consistent with the “impact model of philanthropy” that postulates for maximum impact donation especially for sustainable wellbeing.

Abstract
Over the last two decades, the rapid growth of of ICT has become one of the important agenda discussed by many scholars in education. No doubt, this is due to the capability of ICT in providing a dynamic and proactive teaching and learning. Along with today’s digital era, teachers were required to integrate of ICT in their daily teaching and replace them with the tools of traditional methods and modern amenities. The purpose of this study was to investigate the use of ICT in teaching and learning among the preschool teachers in private preschools in Malaysia. A total of 60 preschool teachers from 10 private preschools in Hulu Bernam in the state of Selangor, Malaysia has been chosen at random in the research study. The findings indicated that the level of computer skills and knowledge of the teachers is at low level (M = 1.92). The findings also indicates the level of ICT integration in teaching and learning is at a low level (M = 1.90). The results also showed that the attitude of the teachers on important ICT in teaching and learning is encouraging (M = 2.66) which can be considered as moderate level. The problem of using ICT in schools also needs to be addressed as the analysis mean score (M = 2.19), which indicates the level of the problem is not encouraging.

Abstract
Entrepreneurship skill is considered as an essential skill in the current era of Industry 4.0. The past literature has reported that entrepreneur intention of an individual plays a significant role in his or her decision to establish a new firm and getting involved with business activities. Hence, this study aims to investigate the influence of the personality and self-efficacy on entrepreneurial intention among the future technical professionals in the non-for-profit higher education institution of Malaysia. Moreover, the moderating effect of gender on the relationship between personality and self-efficacy on entrepreneurial intention was also examined in the present study. A total of 475 responses were collected with the use of survey questionnaire from the future technical professionals from non-for-profit higher education institutions in Malaysia. The results of this study show that personality and attitude of future technical professionals were found to have a significant impact on the entrepreneurial intention. Furthermore, gender also found to have a moderating effect on the relationship between personality and self-efficacy on entrepreneurial intention. The practical implications of the research findings were discussed.

Abstract
Thailand is one of the tropical countries teeming with diverse flora and vegetation. The diverse vascular plants of Thailand with estimated number of no less than 10,000 species, have been recorded and published in continuation in the Flora of Thailand since 1970. Domain ontologies express conceptualization that are specific for particular domain and greatly useful in knowledge acquisition, sharing and analysis. In this paper, we propose a Thailand’s Flora Ontology (TFO) for developing semantic dictionary on the web to discover the flora knowledge for plant biologists across all disciplines of botany. A mixed methods was applied in organizing of the specification of conceptualizations on flora of Thailand using the domain analytic approach in order for developing an ontology. The TFO has been constructed by using HOZO ontology editor. The research methods included 1) Domain analysis for knowledge organization. 2) Ontology development. The results of classification of Thailand’s Flora based on concise encyclopedia of plants in Thailand, floral characteristics and area of distribution can be divided into 8 concepts including Plant_Information, Plant_Family, Plant_Genus, Plant_Habitat, Botany_Habit, Uses, Medicinal_Properties, and Floristic_Regions. In the next step, semantic electronic dictionary will be developed by using the TFO from this study.
To Study an Awareness on Sustainable Green Building Practices Amongst Construction Industry Players

Abstract
Green building is refers to both a structure and the using processes that are environmentally responsible and resource efficient throughout the building’s life cycle. Green building concept is introduced in 1960s and has gradually spread throughout the world and emphasized more on to energy conserving for office building in 1970s. In Malaysia, the green building concept has been accepted after announcement of 9th Malaysian Plan (2006-2010) in 2006 with focusing more on Renewable Energy (RE) and Energy Efficiency (EE). Furthermore, Malaysia has launched its own Green building Index (GBI) in year 2009. However this GBI is concentrated only on the measurement of green building but not for other aspects of green building such as indoor environmental quality, sustainable site planning and management, and so on. Moreover, the development of green building concept has occurred with limited understanding and guidance, and some cases have added a cost to the development. Therefore, this paper aims to identify factor influencing green building practice in Malaysia as well as to study awareness on green building practices amongst construction industry practitioner. The findings of this research were based on the questionnaires mailed and e-mailed to 75 construction industry companies; Property development company, Contractor company, Architect firm and Property management company within Klang Valley area. The findings have identified independent/government rating system as the main factor influencing construction industry player to undertaking green building practice. The results also revealed that the awareness amongst the construction players towards sustainable green building concept is moderate, and property development companies contributed to the highest mean score. These results show the willingness of the respondents to participate and committed with the green building development. This will allow recommendations to help ensure more sustainable green building development in Malaysia in the future.

Abstract
Although the important influence of IFIs on economic growth is acknowledged, yet the contribution of Nigeria’s IFIs shows a gross underperformance. In addition, the practice of Islamic Finance is increasingly being viewed as not only serving as alternative for the Muslims but successful business practices around the world. Previous literature reveals that theoretical contributions in the area remained limited in the Nigerian, therefore, there is a need for more studies on corporate governance in the context of IFIs, especially in Nigeria, where IFI are considered as important financial institutions to the Muslims. Moreover, studies in Nigeria revealed absence of comprehensive framework for the Islamic finance industry. On the other hand, poor Islamic Work Ethics conquers a central position for the low performance of Nigerian IFIs. The paper presents a theoretical framework on the moderating effect of Islamic Work Ethics on the relationship between Islamic corporate Governance practices and the performance of Islamic Financial Institutions (IFIs) in Nigeria. If validated, the model would have policy implications to IFIs and other stakeholders in decision making.

Abstract
Assessment rate is the only local tax form in Malaysia and it is a main source of income for local authorities. It is also may be considered as a potential source of income to replace grants from the Federal Government. Revenue from assessment rates is crucial for the local authorities to pay for services and maintenance in the local authority administrative areas, as well as for their effective administration and service delivery system. However, arrears of assessment rates of local authorities in Malaysia have become national issues and it becomes more challenging over time to recover the arrears. Local authorities are faced with various issues and problems in collecting and enforcing arrears of assessment rates. Thus, it is the aims of this study to examine the problems of rate assessment arrears collection and to identify regulatory barriers in collecting assessment rates arrears amongst local authorities. The scope of the study however is limited to the local authorities in the northern region of Malaysia only. The study employs socio-legal research where apart from library based research, questionnaires were distributed to legal officers, valuation officers and accountants from various department of local authorities. This study finds that the amount of revenue collected is decreasing due to loopholes of the law and ineffective enforcement of the law by local authorities. It is also found that the local authorities’ officers lack of understanding of the law and procedures on the collection of assessment rates arrears. It is suggested that the law should be amended and the training should be provided for the improvement of the assessment rate collection.

Abstract
Assessing students’ ability in learning statistics has been a challenge for many statistical educators. To be able to know exactly how well students have learned and mastered the statistical contents can be difficult without the use of proper measurement tools. Even though types of assessment of students learning differ from one instructor to another, however common method of assessment based on the overall raw scores of student performance is still being employed. However, the drawback of the conventional assessment based on summated raw scores is that it does not tell us specifically which part of the statistical concepts that student understand the most or the least. Hence, the motivation of this study is to find an alternative approach to measure students’ ability in learning statistical contents based on the Rasch Polytomous measurement model. The main objective is to assess individual student ability in learning statistics based on the computation of probability values of the measurement model. The learning assessment are measured based on the students’ actual learning ability on their final examination scores. Students’ ability in answering correctly their final examination questions given the ability of the students and difficulty of the questions varies at different levels of probability values.
The Mediating Effect of Satisfaction on Customer Loyalty in Oursourcing Relationships and its Determinants

Abstract
The increase in the number of hotel guests indicated that hotels in Malaysia needed to provide more services to their guests. Since hotels are exposed to high fixed costs, they need to outsource some specific services in order to reduce their internal costs. The increase in the number of hotel guests has led to a larger demand for outsourcing of services, and hotel managers have now been exposed to a wider choice of service providers that are willing to provide the specific services they require. This situation has made it easier for hotels to switch from one service provider to another. Therefore, service providers should try to increase the loyalty of existing customers (hotel managers) because it costs less to maintain an existing customer than attracting new customers. While the key objective of relationship marketing is to maintain customer loyalty there is, however, little agreement as to which antecedents should be used to achieve this objective. In response, this study proposed a model of relationship marketing that empirically investigates, in one single model, the effect of perceived value, switching costs, and satisfaction on customer loyalty. This study examined the relationships between perceived value and switching costs on satisfaction and customer loyalty in the Malaysian hotel outsourcing relationships. The mediating effects of satisfaction on the links between perceived value and switching costs on customer loyalty will also be tested. A total of 158 managers from hotels ranging from 1 to 5 Star hotels participated in the study via questionnaire. Data collected were analyzed using SPSS for descriptive statistics while hypotheses testing were conducted using Partial Least Squares with SmartPLS. With the exception of switching costs, results of this study revealed that perceived value significantly influenced customer loyalty while satisfaction was found to mediate the relationship. The findings suggested that perceived value and customer satisfaction play important roles in influencing customer loyalty towards the service provider. The results of this study will assist scholars and practitioners in terms of developing appropriate programs in relationship management.

Abstract
Issues relating to the complexities of unclaimed estates have become a national concern and a major recurring problem as the value of such estates is growing annually. However, despite the constant reports on the increasing value of unclaimed estates, it is very unfortunate that the exact types of unclaimed estates remain hitherto uncertain and not specifically identified. Hence, this paper aims to examine the peculiarities of unclaimed estates in the administration of the deceased’s estate in Malaysia. The main focus is to analyses the position of the unclaimed money, the undistributed fund and the case of bona vacantia for the estate of a person dying intestate and leaving no heir to inherit accordingly. The discussion adopts the doctrinal analysis by examining the existing primary and secondary materials including statutory provisions, case law and other legal and non-legal literatures. The paper finds that the existence of various laws that governs different types of unclaimed estates has led to the distinctive methods in the administration and management of such estates. Hence, it is highly important that these types of estates together with legal and procedural mechanisms relating to the administration of such estates are clearly identified so that productive elements of such estates would be activated to the advantage of the rightful beneficiaries.
