Abstract
This paper presents an analysis of mould growth causes that be found in an indoor library environment. The visual inspection had been conducted to identify visible mould in the indoor library environment. Three higher education institution libraries in Malaysia were selected as a case study. The identified mould species on the site were analysed using mould growth germination factors and possible causes that related to the growth. The result confirmed mould species such as Aspergillus, Penicillium, Stachybotrys’s identified as a common mould growth found in the three library buildings. The analysis of mould growth causes is important for this study as is to confirm the relationship with the mould found in this building which may result in adverse health impact, environment, material and archive in the library. The result also can become guidelines and best practices for library management regarding good indoor environmental quality.
A Study of Graduate on Time (Got) For Ph.D Students Using Analytical Hierarchical Process

Abstract
Over the years, many people make up their minds to pursue postgraduate studies especially in Doctor of Philosophy (Ph.D) in order to prepare themselves to confront the demands and challenges of 21st century. However, the increment of Ph.D students causes both university and government bodies concern on the capability of the Ph.D students to accomplish the mission of Graduate on Time (GOT) that is stipulated by the university. As a result, this study aims to examine the factors that affect the Ph.D students’ time frame in University Utara Malaysia (UUM) along their learning journey. According to the previous researches, the factors of student, children, supervisor, financial, employment, infrastructure, training, skills, project and peer have been identified as the elements that impact on the ability of the students to attain the GOT mission. A survey form has been distributed to thirty experts from three graduate schools of UUM to collect their opinions on the importance levels of each factor using Analytic Hierarchy Process (AHP) technique. The consistency degree obtained in this study is considered significant as it does not exceed 0.1. The outcome of this study could certainly assist the university to ameliorate the current situation based on the important level of factors hence boost the number of Ph.D students to accomplish GOT in the near future.

Abstract
The conflict in registration of waqf land in Malaysia has been prolonged for such a long time particularly in Penang. This conflict has contributed to the major setback in development of waqf land. This paper aims to examine the procedure in registration of waqf land from legal perspective with reference to provisions in National Land Code 1965 and the state law under Administration of The Religious of Islam (State of Penang) Enactment 2004. The methodology used in this paper wasqualitative and content legal analysis method. This paper found there were inadequacy and insufficiency in administration and registration of waqf enactment in Malaysia. There were also lacuna in National Land Code 1965 and obscure and uncertain in creation and registration of waqf land. This paper concludes that Penang State Islamic Religious Council (SIRC) is in dire need to enact a specific law relating to administration and registration of waqf land in Penang together with a major plan to reform and strengthen the power of Syariah Court in addressing the issue of registration of waqf land in Penang.

Abstract
The aim of this study is to examine the awareness on spirituality programs among youth in Malaysia. In Islam, spirituality is defined as the presence of a relationship with Allah that affects the individual’s self-worth, sense of meaning, and connectedness with others and nature. It has significant effect for health, positive development of a person’s sense of self and for enabling identity to frame the individual’s pursuit of a life path eventuating in idealized adulthood. The lack of spirituality may leads to social problems such as loitering, racers, bohsia, bohjan, club servers (GRO), alcohol consumption, and drug abuse. To minimize these problems, the government as well as the private sectors manage to setup various programs and activities in order to develop and improve spirituality among youth. Hence, awareness on these programs is imperative. Use of press media, incorporation in mainstream education (basic, secondary and tertiary), celebrities’ participation in spirituality programs are some of the ways by which spirituality programs and activities can be heralded. Using a survey of 4703 youth in Malaysia, this study aims to examine the awareness of youth in Malaysia towards the existence of spirituality program for youth. The paper concluded with recommendations of ways of sensitizing youth on the need to be spirituality conscious.

Abstract
Virtual reality education is a computer interface with specific characteristics transforming an immersive and interactive experience in to an education evolution. The purpose of this paper is to look into different approaches to study on emergence of the application of virtual reality in teaching and learning in classroom. Academic literatures indicate artificial intelligence is an evolution of the technology that taking the education to new ways. The pilot questionnaire was administered to a group of 45 subjects. A group was primed to complete the questionnaire before engagement of virtual reality and completed the questionnaire for post-test after experienced the virtual reality. Analysis from empirical evidence proves that virtual reality presents an opportunity of learning with a real situation, but artificially created enabling the visualization and the interaction sense with the study. This paper contributes to the theory on the implications of emerging technologies on the way students learn and how institutions teach and evolve. The paper draws intention to the implication of better appropriation of the concepts and a bigger facility in the activities performance specifically in modern education.

Abstract
Arbitration is an alternative mechanism which can be adopted by the parties involved in any legal issues other than the court. Arbitral tribunal plays essential role and has roles and functions similar to the court judges. Only qualified person is eligible to be appointed as arbitrator. From Islamic perspective, the Muslim jurists have laid down several requirements to be fulfilled by such person before the appointment has been made. The UNCITRAL Model Law which is internationally adopted by most of the countries in the world in setting up their arbitration institution also has a provision pertaining to the qualifications of arbitral tribunal. The question arises, what are the qualifications required under Shariah law and prescribed by UNCITRAL Model Law? Is there any similarities? Based on such research questions, this article seeks to analyse the qualifications of the arbitral tribunal from the perspectives of Shariah law and UNCITRAL Model Law. Based on the library data, content analysis method is adopted to compare the qualifications of arbitral tribunal from both perspective. This study found that, the Shariah law and UNCITRAL Model Law have its own requirements for the person to be appointed as arbitrator. The study also found that, Shariah law provides more details in this regard compared to UNCITRAL Model Law which provides only the general principles.

Abstract
In Malaysia, Islam is the religion of the Federation, and the Islamic law system runs parallel to the civil law system. This triggers a political debate in defining Malaysia as either an Islamic or a secular state which makes the non-Muslims uneasy. The purpose of this paper is to study about the practices of Islam and religious expression in Malaysia particularly during the era of Najib Razak’s premiership before the regime collapsed on 9 May 2018. It used qualitative method via discourse analysis by assessing the legal documents and political decisions on religious expression and private speech in Malaysia. This includes in-depth expert interview with expert in Malaysian law and government leaders. This paper found that Malaysia is also a multireligious society prone to inter-group conflict. As such, care is taken not to publish articles that cast a slur on any religions in the country. Although the purposes of restriction are for political stability and national security, the ruling government has indeed manipulated the religious expression for political domination and regime security. This paper will definitely give the overview on the situation of Malaysia involving Islam and the limit of religious expression and religious freedom as well.
Effect of 4-Weeks Traditional Archery Intervention on Hand-Eye Coordination and Upper Limb Reaction Time Among Sedentary Youth

Abstract
This studyaims to determine the effect of a 4-weeks traditional archery intervention on hand-eye coordination and upper limb reaction time in sedentary youth. Methods: Thirty sedentary youth with leisure time activities of less than 150 minutes/week (mean age = 21.03 ± 1.61 years old) were randomly assigned into an intervention and a control group. A specific regimen of traditional archery training was given to the intervention group for 4 weeks, the control group on the other hand was requested to maintaintheir lifestyle. Result: There was significant intervention effect on hand-eye coordination of the intervention group (p< 0.05). The reaction time of intervention group showed higher improvement compared to the control group, however, the intervention effect was not statistically significant (p>0.05). Conclusion: Archery trainingsignificantly improved the hand-eye coordination within 4 weeks.

Abstract
In the management of an organization, meetings are an important mechanism for a leadership to achieve organizational objectives, in particular as a democratic decision-making and feedbacks observationmechanism. In ensuring the meeting serves its function, the progress of the meeting is documented in the meeting minutes. As a result, the leader is able to easily gain members’ commitments and assuring that the meeting progresses in tandem with the goals outlined. This qualitative study aims to investigate the use of meeting minutes through the adaptation of teamwork skills development model as teamwork skills development mechanism, in preparing assignment of Islamic education professional courses offered to Part 3 students of the diploma program at Universiti Teknologi MARA Perak Branch. The study employs library research, interviews and observations as research instruments. Library research is done by collecting data on previous studies pertaining to teamwork skills elements to develop a guided minutes of meeting template as instructional material for teamwork skills development. Observations are conducted on both process and result of the application of the minutes of meeting template during the preparation of student workgroup assignment. Selected informants are interviewed to generate their perspectives about ideas, opinions and experiences pertaining research topic. As the result of the study, it’s found that the minutes of meeting as a recognized validated document by all meeting member functioned as an early alert system for educator in detecting free riding tendencies of a group member, as well as become a valid evidence for evaluation members contribution towards team performance.
Celebrity Endorsement’s Effects on Youths’ Cosmetic Buying Behavior: A Study in a Malaysian University

Abstract
The Malaysian cosmetic industry is currently operating in a competitive market. For brands to stand out and gain a competitive advantage over others, marketers are turning towards the use of celebrity endorsement in advertisements. Therefore, it is important for advertisers of cosmetic brands to be aware of the properties in celebrity endorsement that can influence their customer’s buying behavior. The objective of this study is to investigate the significant effects of celebrity credibility, attractiveness and popularity on female youth’s cosmetic buying behavior. This quantitative cross sectional study utilizes data obtained from a personally administered questionnaire. A sample of 253 female youths from a university was chosen using the convenience sampling method. Various statistical analyses were conducted via the SPSS statistical package. The findings indicate that the properties of celebrity attractiveness and popularity had positive and significant effects on consumer buying behavior, however, celebrity credibility did not. This suggests that female youths are more concerned about the physical attractiveness and likeability of the endorsers when making decisions, whilst not concerned about the credibility of the endorser such as expertise and trustworthiness. The study concludes with the discussion and implications as well as limitations and suggestions for future re-search.

Abstract
The online services index is one of three components of the United Nations e-government development index. It attempts to capture a country’s performance in a single internationally-comparable value using a four-stage model of online service maturity. The summary of selected countries that had overtaken Malaysia in the past 10 years had been analyst. These countries (UAE, Serbia, Malta, Spain and Saudi Arabia) have the most drastic changes to their online services that overtook Malaysia in the last 10 years. This study had found gaps and areas for improvement while gaining insights from international best practices that have enabled other governments to surge ahead. The result shows that multiple languages, transaction, social media Tools, Link to Ministries, download document, facilities to check insurances coverage, single citizen log in before accessing facilities by ministry, notification of official event/new thru text and video, display statistics for visitor, provide ebook reader, display map of ministry office for visitor point of reference, provide opinion by citizen to different ministry, provide e-participation, place to display ministry publication list, smart phone application and follow up application electronically were found to effect OSI performance these five countries.

Abstract
Financing long-term care for elderly people is a crucial issue, either towards the family members or the care institution. Corresponding with the growing number of ageing population in Malaysia, there’s a need of concern on the uncertaintiness of future family care and the need for long-term care services. This changing pattern of healthcare and cost over individual’s lifetime is a key component in actuarial field in developing assumptions and projecting the costs. This paper examined the determinants of awareness towards long-term care preparation among employed adults in Malaysia, between public and private sector employees and also between men and women. 1,000 close-ended questionnaires were distributed to random employees in Malaysia and 450 responds were collected. Two tests were analysed using multiple regression analysis. The results from the regression among employees from different sector shows that dependency and health status are significant towards the awareness of preparing for long-term care cost. However, their financial literacy for long-term care cost during old age are still very low. Another result shows that only health status shows a significant result among women compared to men. These results indicate the level of awareness on financing long-term care cost among employees in Malaysia are still low and needs attention.

Abstract
The Industrialised Building System (IBS) has been implemented by the government as an alternative effort in reducing foreign workers in Malaysia. IBS advantages can be seen in its higher product quality, reduced waste of building materials, cost-effective, and faster construction times than conventional construction methods. The Construction Industry Standard (CIS 18: 2010) has been introduced as a guideline manual to assist the industry on calculating the IBS score. The aims of this study is to identify the relevancy of the content used in the manual computation of existing IBS system in CIS 18:2010. Focus groups and interview sessions has been carried out for data collection. As a result from the industry feedback, there are several weightage changes in the usage of IBS components and the improvement of utilisation of standardized components based on MS 1064 for the IBS systems and also it has been suggested that these manuals need to be reviewed since it has been last updated in 2013. Overall, the finding from this study suggest that further improvement of the manual calculation in the existing IBS system content need to carry out to meet the needs of the construction industry in this country.

Abstract
The introduction of Quranic and Fardhu Ain courses (Kelas Al-Quran dan Fardhu Ain (KAFA) by the Department of Islamic Development Malaysia (Jabatan Kemajuan Islam Malaysia (JAKIM) is an effort to produce a generation that is moulded by the teachings of Al-Quran and Al-Sunnah. However, there are specific ḥadīths quoted in the textbook that require further attentive verification. This study seeks to verify the status of the ḥadīth mentioned in the ‘Aqīdah textbook in the eyes of the Ahlussunnah Wal Jama’ah scholars. This is because ‘Aqīda his the most important subject in Islamic studies.This research is a qualitative research which uses data analysis method, where allthe data and information obtained will be analysed using descriptive method. The method of takhrijal-ḥādīth will be applied to verify the status of the ḥadīths. This study reveals that there are six ḥadīths mentioned in the ‘Aqīdah textbook and the status of 3 of them are problematic. The origin of one of these ḥadīths isunknown while two of them are not properly narrated. This study also suggests the establishment of a committee or panel that is comprised of ḥadīth scholars/experts from the local universities in order to makesureall ḥādīths mentioned in the textbooks would adhere to the prescribed standards.

Abstract
Industrialised Building Systems (IBS) is typically used interchangeably with other terms such as prefabrication, offsite manufacturing, offsite construction, and modern method of construction (MMC), industrialised building and industrialised construction. Nevertheless, the term modern method of construction (MMC) has been used to collectively describe both offsite-based construction technologies and innovative onsite technologies in the United Kingdom. It is evident that there exist a wide range of contextual issues which stems from the definition of these terminologies. However, lack of previous research has explored the relationship between these terminologies. Therefore, this paper emphasises the contrasting concepts of IBS and MMC, and concludes that ill-defining the MMC-IBS terms leads to misunderstanding, uncertainty and prejudice of the IBS concept and its benefits besides the adoption of IBS in global, which will be detrimental to efforts promoting the use of IBS in the construction industry.
